IMHO not too often.  Even O'Reilly tends to alternate among
just 2-3 locations over many years.  First time for an organizing
team in a new place is always a risk.  If the same team has
already organised other events in the place (which is sort-of true
for Goteborg, I understand), it is less of a risk.
