The constructions only have an impact on the S-Bahn between
Friedrichstaße and Zoologische Garten. Short distance trains, RB and RE,
are still operating on the sidings.
That said, you can get to Alexanderplatz from Tegel Airport either via
BUS (TXL) or via Bus an RE. See
