Expat 1.95.1 build failure on HP-UX 10.20

I'm trying to build on HP-UX 10.20, I have tried both Gcc, and HP's ANSI C
compile both fail in the exact same way.

checking if the linker
(/opt/gnu/lib/gcc-lib/hppa1.1-hp-hpux10.20/2.7.2.1/ld) is GNU ld... no
checking for BSD-compatible nm... /usr/bin/nm -p
checking whether ln -s works... yes
loading cache /dev/null within ltconfig
ltconfig: you must specify a host type if you use `--no-verify'
Try `ltconfig --help' for more information.
configure: error: libtool configure failed
