Summary: xmlwf/Makefile uses $SHELL uninitialized
Initial Comment:
In 1.95.2, 'make install' tries to use your login shell
to run mkinstalldirs. This fails if your login shell
isn't related to sh. xmlwf/Makefile.in needs "SHELL=
@SHELL@" or some such.

Fixed in the latest release. We now have a single, top-level
Makefile with a proper SHELL variable. xmlwf/Makefile is gone.
