Summary: make install fails under cygwin

Initial Comment:
Configuration and compilation for expat 1.95.1 and
expat 1.95.0 seems to work fine under cygwin. However,
after executing:

> ./configure
> make

Running 'make install' fails when it attempts to
archive the libexpat.a file using ranlib.
