Summary: Borland build files ver 1.95.4

Initial Comment:
The Borland project and make files included with 
vesion 1.95.4 contain 2 errors that prevent them from 
working. To fix this, delete all files in the 
expat\Source\BCB5 directory and replace them with 
the attached files.
