Initial Comment:
It seems that the default handler always reports DTD
declarations, even if they are handled, i.e. even if
the following handlers are set:

      - ElementDeclHandler
      - AttListDeclHandler
      - EntityDeclHandler
      - DocTypeDeclHandler          
      - NotationDeclHandler
      - EntityDeclHandler

I posted this this to the mailing list
and nobody objected, so it seems to be a bug.
Btw, this applies to version 1.95.2.

I have inspected the source code since, and IMO, the
changes necessary would be significant compared to what one 
would gain. I still consider this a bug, but not a serious 
one.

So, currently everything for DTDs is reported, even if 
handlers are set, except for PIs, Comments and XML text
declarations, as far as I can determine.
