Xml Parser throws error for the following xml attribute:
<Reference
      Name = "WindowsControlLibrary2"
      Path = "f:\kri&raj\WindowsControlLibrary2.dll"
/>

In the above scenario, the value of the Path attribute
is a valid path. But xml parser throws error when it
hits &. Is this behaviour correct?
