Summary: Character ">" in quoted attribute

Initial Comment:
Relative to Expat 1.95.8.

This may be intended, but if a "<" character is
included in the value of a quoted attribute, Expat will
return an error indicating the tag is not well-formed.

Shouldn't a "<" character be allowed within the value
of a quoted attribute? (Also, Expat allows the ">"
character within a quoted attribute.)

"<" is not allowed in an attribute value. It needs to be
escaped using a reference: "&lt;". See the XML specification.
