[Flask] Introducing Flask-SignalBus

Hello,

I am working on a new Flask extension called Falsk-SignalBus. Basially, it
adds to Flask-SQLAlchemy the capability to *atomically* send messages
(signals) over a message bus.

I'd very much like to hear what you think of it.
