It turns out you can search github.com for users based on their location 
and the languages of their repos:

https://github.com/search?q=location%3ACharlotte&type=Users&language=Python

If the user has provided an email address, a quick message can bring new 
people to your group.  It worked for me in Boston.

First I want to thank you for any interest in me or my projects. Most of
you might be aware of my participation on the OSCON Committee and as a
tutorial speaker in 2012. My tutorial was on ?How to Organize and Fund Free
Culture Projects.? One of my fundamental points was* affirmed by Brian Akers
* in his keynote speech. ?*It turns out...there is more money for the
asking.*? Later in OSCON I caught up with him and was able to follow up on
his point during his keynote. He basically said projects have to learn how
to ask. There are organizations out there that are looking to help.

 I'm reaching out to you to ask for your help. The Internet Society runs an
annual community grant
program<http://www.internetsociety.org/what-we-do/grants-and-awards/grants/community-grants>.
I participated in an earlier 2012 round of grants, but was denied. One of
their main requirements is collaboration with other organizations. In fact,
the grant requires at least 25% of the project's budget come from external
organizations.

 The support may be of any type, including in-kind donations. I'm looking
for partners for my non-profit, Mis Tribus Corp, to provide community
leadership in Puerto Rico. We registered non-profit in Puerto Rico.  *

*prPYG *- Mis Tribus would like to found and organize a Python User Group
in Puerto Rico. There are very few, if any, user groups on the island.
Those organizations that do exist, often are not active. I don't know of

basis. With strong acceptance in the IT industry, I'm sure there are
programmers or administrators on the island that use Python. The mission of
prPYG is to organize and educate the Puerto Rico software development
community on using the Python open software development platform.
