[group-organizers] Notes from Pycon 2013 BOF

Hello all,

Some notes I took in the meeting were added at the end of this wiki 
page:

The introduction was also improved and links to the two recommended 
videos
to watch were added.  Still some organizing is needed, but I hope 
overall
the page is easier to read now.

The introduction to this other related page was also improved:

http://wiki.python.org/moin/LocalUserGroups

Some content of this page was moved to the StartingYourUserGroup
page, as it made more sense there.

Thanks to Asheesh for providing me feedback and suggestions during the 
sprints.
