[GSoC-general] GSoC 2017 in Machine Learning

Theano will apply for GSoC: https://github.com/Theano/Theano/wiki/GSoC2017

But the work work is on a compiler used for ML, so it won't be about doing
ML itself, but better tools for ML/Deep Learning.
