Google posts the deadlines for each year's program on their site around 
October:
https://developers.google.com/open-source/gsoc/timeline

They're also visible on the description page:
https://developers.google.com/open-source/gsoc/

And the https://summerofcode.withgoogle.com/ application website also 
tries to make sure that people know what the next upcoming deadline is 
when you visit it.

The student submission deadline passed about half an hour ago, which is 
why you can no longer see a link to sign up.
