[GSoC-general] Application template now available

Hi all,

With applications opening soon, I've updated our application template 
for 2019 and it's available here:

Please remember that we can only accept applicants who apply through 
Google's system, and Google does not extend the deadline for any 
reasons, so it's a good idea to get your application in early.
