It is worked-around, not solved. You claim that those parts of the
document are Latin-1, when they are actually different. A processor
would normally convert that to some internal Unicode representation,
and may it write out then in a different format, e.g. UTF-8. Then the
essential information would be lost - even though this is an
isomorphic transformation.
