May be I'm totally wrong on this, so "handle with care" what follows.

IDLEfork behind scenes takes 2 process to run. They use TCP/IP to
communicate between each other. It's possible that IDLE can't find
TCP/IP stack since your PC lacks a network adapter.
I guess that you can fix that problem installing the Microsoft
loopback adapter. It's a driver which is included in every Windows dist.
