What IDLE homepage? If you are referring to either

   http://docs.python.org/py3k/library/idle.html
or
   http://docs.python.org/library/idle.html

they are part of the Python documentation set. The Python Developer's
Guide includes a section on helping with the documentation:

    http://docs.python.org/devguide/docquality.html
