[PYTHON IMAGE-SIG] PIL 0.2b4 doesn't handle FLC animations

  As mentioned in the distribution files, the FLI/FLC decoder was only
tested on a very small number of samples.  The resulting code worked
fine on FLI files, but not on the FLC version of the format.  This has
been fixed, and will be included in the next release.
