[Image-SIG] PXC200 frame grabber support

The wrangling with the lawyers is now over, and I can release a module
that adds support for the Linux PXC-200 frame grabber driver to PIL.
Like the SANE module, the module lets you acquire images from the
device, returning them as PIL Image objects that can be scaled,
transformed, converted to different formats, or whatever you like.
Performance is pretty good; on a 450MHz Pentium machine running Linux,
PIL can acquire around 27 frames per second.

Earth... the most awful place you can imagine, if you live in Los Angeles.
Other than that, it's pretty neat.
