quick fix: in PcxImagePlugin.py:

            if ord(s[0]) == 12:
                self.palette = ImagePalette.raw("RGB", s[1:])
                self.mode = "P"

becomes

            if ord(s[0]) == 12:
                self.palette = ImagePalette.raw("RGB", s[1:])
                self.mode = rawmode = "P"
