[Image-SIG] Mexican hat or difference of gaussians

Could somebody point me to a way in which I could apply a Mexican hat 
filter to an image (with a controllable width)? Does somebody know of a 
piece of code floating around that can do this and that is compatible 
with PIL?

Or, in absence of this, could somebody tell me how I can do Gaussian 
blurring (with a controllable width). I can approximate the Mexican hat 
with a DOG. I found the pil_usm module. But this is not compiled for 
python > 2.1 (I use 2.5).
