[Image-SIG] can't build JPEG support with PIL 1.1.6

Odd thing going on here.  I've got libjpeg built and installed, with
include files, under /local, on a PowerPC Mac, running 10.4.11, which
means Python 2.3.5.  I unpack Imaging-1.1.6, edit setup.py to tell it
where to find libjpeg, and do the build:
