[Image-SIG] Installing PIL 1.1.7 for Python 2.7 for Windows 7

Fixed that problem too. To complete the install without a crash I right
clicked on the installation exe and selected Troubleshoot Compatibility. It
then told me it need to run it in XP compatibility mode which then ran fine.
