This point was raised earlier on bangpypers list but there was no
clear answer so i'll raise it again.

Is there a cut off date for submissions ? I have voted but folks have
been submitting logos as of today so how does one account for a change
of mind wrt an earlier vote (considering that only one vote per person
is allowed)??

While on the subject, how do we ensure ballot stuffing (for lack of a
better term :)) does not take place? Will restricting voting to
registered wiki users work or is there another way?
