[Inpycon] server reconfiguration

I've changed IP address of in.pycon.org to point to my server. Now
in.pycon.org is serving static content.

http://in.pycon.org/2009/

login, signup and managetalks links won't work anymore. I'll try to
add placeholder pages for those links.

I've archived the content and current version of the code.

http://in.pycon.org/archives/2009/

It has:

code.tgz - current version of fossconf code
content.tgz - all the website content
smedia.tgz - smedia sent by Kenneth, it seems to have some more files
than http://in.pycon.org/2009/smedia/. I've archived this just to be
sure of not loosing any files.
