[Inpycon] Inaugural ceremony from MSRIT

Hello everyone,
        MSRIT will be conducting a small inaugural ceremony at the
conference. A few department heads and others will be there for the
event. Mr. Vinayak (who is our staff contact) has said that it will take
around 30 minutes. 

        We can't reschedule for this so I propose we make the whole
thing start at 9:00 am rather than 9:30.
