[Inpycon] dates for PyCon India 2013

September 27-29 sounds good. This will give HasGeek guys ample time to
context-switch and also will avoid being end-to-end with jsFoo as other
people have noted. Pushing it over to October is indeed a bad idea, as most
parts of the country will be in a festive high.
