[Inpycon] Registrations are open

This needs to be blogged about (on the PyCon India website and the
worldwide PyCon blog), tweeted (from our official account) and put on
Fb, G+ and all other such sites. 

We're horribly short of time so all forms of publicity are good.

If you have a reputation on any lists that are relevant, please forward
this announcement to them as an OT post.

There's no need to ask about "whether you should do something". If it
helps get the word around, do it.
