[Inpycon] Missing out on INpycon, cancellation/refund policy?

It seems I wont be around to attend INpycon this year - pretty peeved
that I'll be missing some interesting talks. I would like to know what
is the  cancellation/refund policy? I'm ok with a refund after
deduction of the doattend transaction charges. Alternatively, if
someone wants a transfer (its an early bird ticket), that is fine too,
provided the organizers have no objection.
