[Inpycon] CFP

A conference is only as good as the talks that are there. This was, I
think, the major complaint last time. 

Ramki has agreed to handle the CFP this time. We need to get it out ASAP
and decide how many talks/tracks etc. there will be. I'm sure he'll need
help with various details.

        Please email the list and ask for volunteers as and when you
need them.
