[Inpycon] Everybody Pays Policy

Hi,

Just came across this blog post by Jesse Noller explaining why everybody
pays for PyCon.

At this year's PyCon India, some speakers were upset that they have to pay
for the conference. I think we should make this point very clear from the
beginning.

Also, at the end of that post, there is a section on percentage splits of
the total costs. It'll be nice to see similar split for PyCon India 2013
expenses.
