[Inpycon] Volunteer Required: Publicity

There are lot of things we can do in publicity. That is the reason we need
more people. We should put this down in wiki with a deadline and start
sending posters one or two month in advance.

Other note we are concentrating too much on college like pymonth, posters
etc... We should spend some amount of time talking to corporates and
startups about use of python and participation in pycon.
