[Inpycon] Please review draft mail for CFP

Hi Vijay,

I send mail to various mailing lists just now.  Before doing this I
subscribed those mailing lists.
But some groups has some policy to not accept first mail, so those
mails are awaiting
moderator approval.

BTW, I created a small script here to send mail:

BTW, For bulk mails, we are going to use mailchimp for now.
