No he isn't. 

He's interested in moving the project forward. 

You're interested in getting answers to questions (which in my opinion
are pointless and don't help anything) and that's what's blocking him.

This is quite clear. If you and the others had not raised your
objections, Anand would have gone ahead with Python express.
