[Inpycon] Dev Sprint Final step

Hi All,

This year as you all know we are planning to conduct Dev Sprint as a
part PyCon India. The Dev Sprint will be a place where mentors from
different open source communities and from various Python projects
will be helping contributors to contribute to the respective projects.
The Dev Sprint will be sponsored by PSSI.

Also we are planning to have a registration fee for the participants
who would like to participate in the Dev Sprint. We are taking the
registration fee as a cost towards logistics and food. We would like
to have feedback from the community on this decision to have
registration fee for the Dev Sprint.
