[Inpycon] Announcing PyCon Pune 2017 & Call for Volunteers

This whole thing is becoming very unhealthy.

It would be a lot better if Kushal and the others involved with this 
upcoming conference came out here on the list to discuss this. I'm not 
personally a fan of boycotts and I really want to see more Python 
conferences in India. It'd be a pity to fracture communities and stuff 
just over the choice of a name.
