[Inpycon] Announcing PyCon Pune 2017 & Call for Volunteers

Just in case I've been misconstrued at endorsing a boycott, I'm not.

I don't think I'll have time to volunteer for the event but I will 
definitely try to attend it.

I'm not very happy with the way in which it's being run but I'm not the 
one running it (or even a volunteer) so my opinions are really not worth 
much.
