[Inpycon] PyCon Ticket Cancellation/Transfer

Hi folks

So few of us volutneers have been having issues where some of our friends
need a early bird ticket while others want to sell it.

There is no official way to handle this but we have come up with a stop gap
solution.

Those who want to transfer ticket or those who want to buy a transferred
ticket
