Hi Anuvrat,
There are no binding obligations. Webchirpy have been optimal in their
costs and timelines. Hence PyCon organising teams have gone back to them in
last couple of years. If you either have access to good volunteers or local
vendors who are able provide service within your budget, you should feel
free to explore.
