[Inpycon] Website Update

Here is the first basic version of the website hosted on github using
gh-pages.

As you can see we someone to design a few assets/images for the page.

The website is not fully responsive yet. But that is not a problem,we will
just have to write a few more media queries. Also we will need someone to
write some content for the landing page in the 3 paragraphs. Preferably
someone who has been to a PyCon India.

 If you are interested in improving the website reply to this thread, ill
probably add you to the github repo. You will need to know bootstrap 4 and
CSS 3 Flexbox.
