[Inpycon] Mailing list guidelines

Hi all,

It is great to see that so many are enthusiastic about the next edition of
PyCon India. But, before working on that can you all (specially the new folks)
please read the mailing list guidelines [0] mentioned in the mail signature
from the mailing list.

Specifically the part where it talks about how to reply to emails, how to use
bottom or inline posting. This simple habit will help you a lot more than
importing 30 python modules in a new Python project. Communication matters.
