[Inpycon] Kickstarting the conference again

Dear Noufal,

Thanks for kickstarting this, and all others for joining in. Yes, I also
concur that it would be good to hold an event this year. My time is
limited, and will mostly have to be restricted to joining remotely, but for
example, I would be happy with helping with the CfP process. Let's get this
done.
