[IPython-dev] windows readline vi mode

Hi again,

now I have commited yesterdays work on the vi-mode. I created a 
directory called test on the same level as modes,lineeditor, etc. lets 
keep all tests there until we feel the need for more structure. I have 
not added the tests you had in your patch.
