[IPython-dev] 0.8.3 ready

Hi all,

I've finished some last-minute cleanup for 0.8.3 and the files are up
at the usual places:

- http://ipython.scipy.org/dist/
- PyPI registered for easy_install use.

I'll leave it to Ville to provide us with full announcement, since he
did the lion's share of the work and is much more up to speed than I
on the details (this message is not going to ip-user).  If anyone here
catches a last-minute brown-paper bug we might have missed, please
pull on the red handle immediately before the public gets hurt.

ps - thanks to all who contributed!  I tried putting in names in the
changelog for all patches/ideas when I was touching the code, but
that's less and less these days.  I'd like to encourage others with
push rights to do the same and always remember to properly credit our
users who send contributions.
