[IPython-dev] GitHub Issues sphinx extension

As part of getting started on What's New for 0.12, I tweaked this bitbucket
sphinx extension<https://bitbucket.org/birkenfeld/sphinx-contrib/src/tip/bitbucket/sphinxcontrib/bitbucket.py>
to
point to GitHub.

So, if you are referencing an IPython Issue or PR in the docs, you can do
so with:

:ghissue:`123`
or
:ghpull:`321`

Rather than any need to make individual links.
