I think the best way to do this is to push towards a new release, and
then get that into distro repositories. At present a lot of people are
running from master, but hopefully once things settle down the latest
stable release will have enough goodies for most users.

In the meantime, Julian's ipython-dev PPA is a simple way to go from
the stable version to a recent development version - just add the PPA
& let the normal update procedure do it.

Another obstacle is that it often takes a while before releases get to
a distro's regular users. But Ubuntu in particular is making
encouraging noises about speeding that process up where upstreams have
a good QA setup, which I think we do.
