I mainly say milestone, because that is how most 'real' bugtrackers I have
seen deal with this sort of thing (of course, most such things don't have
tags).
This is somewhat redundant with our 'status' tags, but I don't think they
are particularly effective at communicating anything. I would essentially
like to replace 'status-dormant' with milestone=wishlist, and drop
status-active. Note that we came up with our tagging system before GitHub
had milestones.
