Sorry about that. The rationale was that having two sets of up/down arrows
on the toolbar was confusing. We've considered adding something like a long
click on that button to bring up a drop-down menu for different places to
insert a cell. I don't know how easy that is with the UI system we're
using, though.

For now, Ctrl-m-a is the shortcut for insert cell above. This will be much
easier with the dual mode editing Brian mentioned: by default it will be
'a' for insert cell above.
