[IPython-dev] Unable to build Docker image

Thanks Julian!

Yeah the README didn't get fixed up after we made two base images.

Currently there's a Makefile for spinning up the dev setup quickly, by
invoking make dev. It will tear down any containers to bring up a new
environment.

Note: this is all under active development and the script folder was a
quick way for me to note a way of piecing these together (it's not the only
way to deploy this).
